Rachel Green Horn Joins Solana Policy Institute as Chief Marketing Officer

Monday, April 28, 2025 — Solana Policy Institute (SPI) has announced the addition of Rachel Green Horn as its Chief Marketing Officer, effective April 28.

With deep experience at the intersection of technology and policy, Horn has established a track record of helping policymakers understand emerging technologies and developing frameworks that balance innovation with responsible guardrails.

"I believe thoughtful policy engagement is essential for crypto technologies to reach their full potential in creating more efficient, transparent, and accessible systems," said Rachel Green Horn, Chief Marketing Officer, Solana Policy Institute. "I'm excited to facilitate informed dialogue between developers building on Solana and policymakers shaping the regulatory landscape in Washington D.C. and beyond."

Miller Whitehouse-Levine, Solana Policy Institute CEO, commented on the appointment: "Rachel's unique background — spanning both DC tech trade associations and crypto networks — gives her valuable perspective on effective technology advocacy in complex regulatory environments. Her expertise envisioning and deploying multi-channel campaigns will be instrumental in communicating Solana's technical capabilities and practical applications to key decision-makers."

Most recently, Horn served as Chief Marketing and Communications Officer at Filecoin Foundation, where she led initiatives to demonstrate the practical applications of decentralized storage technology to policymakers and supported the broader Filecoin community. In 2022, she was recognized by the Women's Crypto Organizing and Investment Network as a leader in cryptocurrency.

Before joining the Filecoin ecosystem, she directed executive communications at the Consumer Technology Association, where she helped advance emerging technologies including autonomous vehicles, artificial intelligence, and unmanned aerial systems.

Rachel holds a Bachelor of Arts in English Literature from the University of Michigan and a Master's of Science in Journalism from Northwestern University.
